, legislative aid to supervisor mark farrell. >> welcome. >> again, i'm a legislative aid to supervisor farrell. i'll be speaking on behalf of him today. the legislation that is before you today, it's clean-up legislation to supervisor farrell's payroll expense tax exclusion that was before this commission earlier this year. the original intent of the original legislation was for small businesses to take advantage of this from 2012 to 2015. and it was actually drafted before the gross receipts ballot initiative that's on the ballot cycle, that language had been finalized, which included, if that had passed it, our legislation would not go into effect. but we realize now with the legislation, with the gross receipts file initiative, small businesses won't be able to have their payroll expense tax rate reduced until 2014. so, to stick with the original intent of our legislation for 2012 to 2015, this actually prevents the termination of the event -- of the gross receipts tax passing. the original legislation and this legislation has the support of five of supervisor farrell's colleagues. campos,
. motion by commissioner avalos. seconded by commissioner farrell. we will take that without objection. >> on item two. roll call. campos, >> roll call taken. item passes. >> if you can please call item number three. >> report, this is an information item. thank you very much. colleagues i have a very brief report today. we had two significant transportation events. on october 11th, we hosted the u.s. secretary of transportation, ray lahood as well as our house minority leader, nancy pelosi at at ceremony to mark the approval of the federal government grant for the central subway. this is a commitment of almost a billion dollars to a project that has been on i books for a very long time. we want to take this opportunity to congratulate the sfmta on reaching that important mile stone and thank everyone involved in making that funding possible. of course, including the members of the board that have been supportive for this and advocated for this project and our star that have been working on this. secondly, on october 12th, we marked a major milestone. we have the ground breaking of th

(applause) >> colleagues, i'll let you know a little about lynn. she's a native californian, lived in san francisco since 1988. she's an attorney with the united states court, a mother of four. active in our community and on the cal hollow association board of directors and very interested in both brain health and hour owe science. on the mental health board lynn has worked to increase the board standards and content of mhb more engaging and directed. produce more professional annual reports. i think most importantly really worked tirelessly to make sure the interests of the mental health community are well represented not only in the district but across san francisco. she does a great service to her role

on at this time. the most interesting project is at farrell street and electrician paid for the two lights outside the building. i think they're out there today. in 1955 it was a tackle shop. in 1961 this is what the property looked like and part lawndy mat or a restaurant which i have never been to. in 1965 it turned into furniture store and i picked this up and "vacant glass and drug dealers" and this must have been from last night. this must have been last week. and thises of 1985. some of us were in elementary school. unfortunately some of us must have grownup around the corner of a crack house of the elementary school and we were there at 630 and the appropriate time to come home from school. the girl, eight and ten years old and we were reading and smoking crack and she's coming out of the car and her father is trying to shield her from what is going on. luckily they have the decentacy to not see this. some of us might have grown up across the street and become a baseball player. some of us might have grown up across the street from a crack house. >> thank you. ms. chapman. >>

muni service needed without sich backs report. i would like to thank chairman farrell and supervisor chiu and agencies for taking time to read and respond to our findings and recommendations. i want to thank you also the presiding judge of the superior court and martin choy the acting foreperson and the grand juries that have worked so hard over the one year term. members were selected to be motivated competent and diverse but we all had one thing in common. we love san francisco and we want it to be the best city it can be. when the jury discussed and voted on this muni investigation we deliberately chose to focus on the practice of switchbacks rather than try to investigate the whole transportation system which i think will make you happy today. we in factually suspected and later convinced that the way muni was using and justifying switchbacks as a tool to regulate service -- that's in quotes, was a blatant breach of the public's trust. the schedules are a promise made by muni to the riders and switchbacks break that promise. we disagree emphatically with the words of muni
this be heard at the hearing that i called for last week along with supervisors farrell, [speaker not understood] and chiu about muni's current operational situation. muni has been struggling mightily lately, and it has frequently been very unreliable. we know that in the month of august muni was on time a mere 57.2% of the time. during the second half of october muni missed 60 2 runs during that two-week period. last this past weekend, almost 10% of the runs in the system were missed. last wednesday before -- in the 90 minutes before game one of the world series, three different light rail vehicles broke down in the subway leading to a significant melt down of subway service all because of inadequate maintenance. the unreliability of muni's vehicle stock due to long-term lack of maintenance investment and due to not having enough vehicles and vehicles that are broken down is one of the key issues or key factors in the lack of reliability from muni. muni has $420 million in unmet repair and rehabilitation needs for its vehicles. we don't have enough vehicles. it's to the point where muni rarely
